When asking about sensitive issues several users create new accounts for that unique purpose. Would it not be best to allow users to submit stories anonymously?
No. And such use of accounts should be discouraged. This is supposed to be a community, so you should know who you're talking to. I'd rather not have 'Anonymous Coward' all over the place.
I'm not necessarily for it, but the OP brings up an interesting point. If people are creating "one off" accounts for sensitive issues, there may be a need for this. Perhaps there could be an option to obfuscate the ID of the poster?
