If you only permit established domain experts to voice ideas you will severely limit potential advancements. Innovation is often the product of multiple disciplines intersecting to produce something novel.
Do you have an example from the last, say 20 years, where an actual amateur made any significant scientific contribution to an established field? I have strong doubts such a person exists. Simply because science, at the very least, requires you to be aware of what has been done already. Of course there are collaborations between researchers but this is a totally different point.
Public health policy in the midst of a global pandemic strikes me as the wrong place for innovation by amateurs with zero experience in any relevant fields.
