In the Netherlands for example (due to the euthanasia culture? or just NO CODE?) people highly at risk (everyone - even without symptoms or testing positive) are encouraged to think about whether they would even want to be ventilated (and take up valuable resources, spending weeks in coma and have decreased quality of life afterwards). Lots of people don't go to ICUs - only 10% of the deaths happened in an ICU.
