It would be nice to think that a lot of the new jobs would be in carbon and environment management.

With what new revenue? Are you also proposing a new tax burden for a recently slammed economy? That’s gonna be a hard sell.
There have been long periods of higher taxes and economic growth. If the private sector can't keep people economically active then the state will step in.
