It's a cult, some say these "surfers" are the hipsters of the 90's.

Maybe not cult, but 'trendy' for sure. It was skateboarding, windsurfing, surfing etc .... trends come and go.

In the US windsurfing never really crossed over into a mainstream casual fashion trend. Snowboarding did though.
