Freedom Dividend and Vat

I have a couple of questions around adding a vat in the usa. We already have sales tax collected by the state / city. Would the vat be collected by the federal government in addition to the sales taxes collected by the local governments? Won’t the local governments complain that sales tax is their turf ? Could this cause a constitutional crisis ?

Would it increase organized crime as the undocumented economy expands to lower the burden of increased consumption taxes ?
