New chromebooks or used laptops. I recommend used; you get better quality models. Who needs a brand new laptop, anyway?

Not sure if this would fit your requirements but this seems to be a great little machine perf / $. https://www.walmart.com/ip/Vega-HDMI-Front-RAM-FHD-Black-4GB...

There are many used thinkpads in that price category. They tend to be easy to repair and upgrade. Almost nothing new in that price category will be repairable or upgradable.

Dell 3189 is my current portable computer. Came with Win10, (dog slow) but I fixed that with Debian stretch (awesome). Has run everything I've thrown at it including Android Studio. It's got a pretty nice keyboard for a laptop.
