Which compositor are you using? If you don't have a GPU you'll want one with software rendering support. Using a software OpenGL implementation like llvmpipe will work but will be very slow.

We don't support this yet in wlroots, but it's definitely something we want to add, and not a limitation of the Wayland protocol at all.
