Powell says Fed will start expanding its balance sheet soon

Apparently Powell is quoted as saying

   > “This is not QE. In no sense is this QE,” he said in a 
   question and answer session after the speech.

How is this not QE? I'm honestly asking. I'm not that technically knowledgeable but this seems to me to be the definition of QE.
