With Japan, they've got a bunch of older folks that aren't computer literate. The anecdotes I hear about non-tech Japanese companies trying to use email is pretty disheartening. Japan also has a thriving tech industry, with particularly robotics shining. This study is still a bit surprising, but also believable.
