I'd estimate a worst case would be:

  * 20,000 people show up
  * 2,000 of those try to get though the gates/fence
  * Half of those are in vehicles, some offroad
  * Some people are armed
  * Shots are fired as vehicles refuse to stop
  * Dozens end up dead, many more injured, hundreds arrested
