Am I understanding this correctly: They are removing restrictions, so this a win for FB?

Seems like a regional court decided to suspend restrictions imposed on Facebook and the cartel office is trying to override that decision.

Not yet. The court decided the restrictions weren't okay but IIRC since it's now being appealed on a higher court, FB isn't free of them until the higher court comes to a decision unless they can make a good case that it would bankcrupt them.
