I'd say changing one's phone number to be of a state they don't reside is not practical for most.

Agree, "most" was a bad word choice, "some" is probably better.

Why not? Do US area codes actually do something in 2019?

I would suggest changing some to few.

People move around. My legitimate calls can be from all over, even when it is just the coworker in the cubicle over who lived somewhere else 15 years ago.

The old practice of "my area code is where i lived 10 years ago" has an unexpected pleasant side effect.
