Four years to go... will we make it?
I think the point was that we would have roughly the hardware needed to create superhuman AI. Then it would follow that "shortly after", someone would have figured out the rest.
I don't know about you, but I don't feel any smarter.
China has made AI a priority. Hard to say what's going to happen but I would expect the AI arms race between the US and China to have quite an impact.
