My (maybe incorrect) understanding is the Global++ isn't just developing hacking utilities, it's outright distributing decompiled and modified versions of the same app.
Any money spent by Niantic to stop the “cheaters” is on their own shoulders. There was no need for them to have their employees waste their time on it.
