Another example is hosting, which includes 6 posts dated yesterday, 3 of which have titles suggesting it's advising which hosting provider to choose: https://kevinhq.com/tag/shared-hosting/ProtonMail's services are potentially important, but this site doesn't seem the most credible source of information about that.
I've been looking into ProtonVPN for a while now (haven't gotten around to evaluating yet because reasons) and one thing I do recall is that they offer more entry/exit points when you're paid up. I wonder could it just have been an issue with one of these "paid" nodes? Now that he's going through the free plan perhaps he's using a node with higher traffic where issues are more readily apparent?
Typically I'm using proximate nodes, and not routing through "Secure Core" routes, knowing the extra hops through Iceland, etc, will necessarily be slower.
