They're both going to be fine for web development. Look at the languages and see which you prefer. Look at the frameworks (Laraval and Django) and see which you prefer. I've gone with Python because I needed a CMS (Wagtail) built on a framework (Django). Modern web apps tend to consist of an API and a JavasScript framework like Vue or React. So the requirements of a web framework are less. This allows you to use microframeworks like Express (Node) or Flask (Python).
PHP has been the default language for web development for years and I have no dought that it will continue to be well supported. Python has been the up and comer. Cutting edge tech is being done in python and will continue to be. If I'm going from zero web and are looking ahead I would choose python. If I need a job I would choose PHP. There's a massive amount of php code out there that needs support.
Which is better for a sandwich, ham or salami?
The answer is obviously cheese.
Having Elixir and other scalable solid web stacks around I would not go for either PHP or Python. Even Java is better if you need something more enterprisey.
