False. Got a home a few weeks ago. I had web activity disabled, and while the home “worked”, it was nagging me to enable it all the time for all kind of unrelated reasons. Need Spotify? Oh you need web activity sharing. ?!?!

I just tried. Still asks me to turn on web and app activity, voice and audio activity, and device information. I say "OK Google" and it asks me to turn these things on. It does understand that I invoked it but won't help me unless I turn on these three trackers.
