Force a 1:3 stock split on all non-gov owned shares for all ownership classes with 1 out of 3 of the split shares going to the government every time a big publicly traded company ignores or breaks rules on a large scale.

Publicly traded companies are supposed to be responsive to shareholder concerns, and shareholders would be terrified of penalties denominated in stock. Pittance dollar bill fines are unlikely to ever work because finding a "just right" size is too difficult.
