There was a trend in San Francisco (and probably elsewhere) about 10 years ago for clothing with really complicated and brightly colored small repeating designs on, almost like kindergarden childrenswear.
You'd see sketchy looking people in the tenderloin and market street wearing them. I asked a lawyer about it and apparently it made identification in court cases harder, because you could argue over whether the colorful hoodie the accused was wearing had aircraft or birds on it, and were they green or blue etc while seen at the crime scene by witnesses.
That's why white T-shirts were popular among street dealers. If everyone wears the same common thing then it makes it harder to identify perps.
