The new EU Financial Services Directive formalizes this process and forces banks to provide an API for third-party payment providers.

The API is read-only for now. If you can't make payments using it, a lot of the benefits are gone.

This is changing by September 2019, "Payment Initiation Services Providers (PISP) is the term used by the EU.
