However anyone who, for instance, hosts reviews or discussion forums that Europeans use need to be aware that under European law they will need to seek copyright licenses and install European-specified filtering software to avoid being liable for what users choose to post. This will affect a lot of online companies.

Hopefully US courts will not enforce European court decisions about European copyright claims for activity that falls under the DCMA safe harbor in the USA. However if you're a European site or have European customers, the story may be very different and you should be paying close attention to this.
