English has 982 million speakers, 2nd most right behind Chinese. Turns out, a lot of people in Europe and India speak it fluently as a second language.

By what measurement? Wikipedia gives Mandarin > Spanish > English > Hindi for native speakers[0] and English > Mandarin > Hindi > Spanish for all speakers.[1]
