A removal of a fee cap, I believe, so Universities can charge up to 9000 p.a. rather than 3000 p.a.
Just to make it clear for people reading this. It also doesn't require students to pay the fees up front. The process will be that students will repay only afterwards and only when they are earning over a certain threshold.
