DF already has graphical tilesets, right? This is just a packaging of them?

The graphics are new, as far as I can tell. From a Patreon post on the same topic:

Graphics have been available for a long time, now, they've just never been bundled with the game itself.

It's an official packaging, and possibly bundled with a UI/UX upgrade.
