How hard will it be to move government jobs and private jobs (with special tax breaks) to a different nearby city?
I mean: London, Paris, New York. Over-priced shit-holes. Check the apartments that the average guy/middle class family can get. The apartments in both London and Paris are real shit-holes. Amenities (like doors, toilets, kitchens) are from the 60s.
The solution is actually not quite sophisticated: Move government jobs first. Most people will move when offered a new, clean, affordable city that they can live in. Brazil did this with Brasilia. The US has Las Vegas.
Positive side effects:
+ The people from the country side where the project will be built will become instantly rich. They hold large lands that new developers will pay (relatively little) for. So wealth moves from the average guy to the poorer ones instead of the rich ones.
+ New, Modern transportation system are easier to build in an empty plot of land.
+ You'll probably have underground parking in your condominium.
+ You pay less for rent/mortgage but you get to live on a 21st century apartment or house.
