This reads like a political hit piece. The author uses anecdotes from a handful of people involved to predict the future and say that there won't ever be 13K employees. Based on that prediction of the future, they surmise it was "disastrous" to offer them tax incentives to bring the business to their state.
Basically, if you've ever read an anti-Trump article on CNN / WashPo / etc. trying to downplay one of his accomplishments, you've already read this article.
