That's a really big assumption that they are not doing anything covertly because they are doing it in the open. Especially if you consider initiatives like Jewish Internet Defense Force [1]. In light of the history of Israel, if find it extremely unlikely that they don't do anything like Russia. Probably any country with sufficiently advanced intelligence forces does stuff like that. Competent ones just don't get caught.
