Is this even legal? According to Wikipedia, DST observance is regulated at the Federal level by Department of Transportation. [1]

The article says: "In order for this to actually be put in place, California legislature has to now approve it by a two-thirds vote, and then Congress would have to allow the deviation."

As of this summer, Florida is in the same boat as well, though one step further (the state legislature hasn't yet voted for it in CA).

Arizona and Hawaii are already on standard time throughout the entire year, so I assume that a similar exemption statute will be needed that starts at the state level?

Regulated does not mean required. The boundaries are federally fixed, as are the time offsets and the dates of the DST transition. States are free to choose whether or not to observe DST. (But they can't choose permanent Daylight time, or choose a different zone without federal permission; so permanent daylight plans tend to involve petitioning thenfeds to be moved one zone east and then adopting permanent standard time.)

And Cannabis is regulated by the DEA and the FDA, being regulated by a federal agency hasn't stopped them from doing their own thing in the past, why should this be any different?

I can't help but imagine the world where the state government is in one time zone and the federal one is in another. At least one of the traveler, the airport, and the FAA & TSA will be on a different time zone than the others.
