Ask HN: Story of an airplane competition through tooling

My google skills are weak, but I was wondering if anyone knows of the story of some one that won an airplane competition by focusing on tools. This was a story where the moral of the story was that focusing on tools to iterate was more important than focusing on the thing at hand.
