Ask HN: How do you design your webpages

I've saw a ask HN post a couple days ago about design concepts, but I didn't see any resources on how to actually implement designs. I'm no expert in webpage design and I usually just hand code the HTML & CSS by looking at the source code of other websites whose design elements I want to emulate. My question is HN is what tools do you use to create your webpages or do you just create them by hand?
