first you'll need CPUs that support NVLink, and that's currently limited to the not so consumer oriented POWER9.

NVLink works fine between GPUs even if the CPUs are x86. Just look at the NVIDIA DGX boxes/stations. https://devblogs.nvidia.com/wp-content/uploads/2017/04/NVLin...

Sounds like you're assuming operational mode A when this is going to be operational mode B.
