You say low cost, but if I'm reading that article right, one of the lowest settings (2 availability units) is 12 cents per hour, so if it's being minimally used 100% of the time, it's still a good $86 per month. You can get a cheap DB instance or hosting outside of Amazon for a fraction of that. And it goes up if the DB gets some actual load.
