Continual, constant never-ending refactoring smells like a job security program. A large natural gas company where I worked as a software engineer once sent me to a project management seminar that only discussed how to sell the idea of software project management to the business - that is, job security training with no actual project management at all. None. This reeks of the same thing to me.
