You can actually undervolt and underclock any Intel CPU, Unlocked ones are just unlocked in the "up" direction.

We're talking about a laptop here, which most definitely doesn't contain an overclockable i9 K processor.

And you would be wrong there. There are mobile K SKUs that can be overclocked.
