It can both, since exercise can end up becoming pathological for some, especially those with body-image issues

Everything is bad for you if you do it enough. "All things in moderation", as the Greeks said.

I don't think you meant it, but the way you put that makes it sound like you don't think people should ever indulge in things they enjoy.
