Ask HN: Previously posted group offering one time paid cell service?

I recall a previously posted link to an organization that one could join and make a one time payment to which provided lifetime (or something like it) cellular service. I'm confident I upvoted it at the time but I've looked through several years of my upvote list without finding it.
