So in theory if someone built a robot and spacecraft, the original 70mm negatives could be retrieved from the moon and provide even higher resolution images?

Sadly, all the Lunar Orbiter missions ended in an (intentional) impact with the moon. Seems unlikely the film would have survived.

Even if the orbiters were still orbiting, the film would have degraded due to radiation, I think.

It's really hard to orbit the moon anyway, it's not very spherical compared with the earth.
