Ask HN: What do you guys think is a right time for a startup?

I know there are thousands of blog posts written on this topic. I wanted to ask people on Hacker News what they think is the right time for a startup? Start in University when you are in debt? Start when you are just out of University? Work for a few years in the industry and then do it or work till you are financially independent and then work on your own thing?
