What's the best way to find open source contributors?

I work with a blockchain interoperability protocol called Blocknet that's creating the first decentralized blockchain router. We're looking for contributors but are hashing difficulty finding developers to help contribute. However, the ones that do discover the project tend to love it.

What are ways that you have gone about trying to recruit contributors?
