Title is misleading. Keller was at Tesla for two years, but was head of "Autopilot" for less than a year (he took that part over from Lattner, who was head of software for less than 6 months).
A bit of both I'd say. From what I've been following, Tesla's autopilot efforts have been a particularly rocky road, comparable with the Model 3 ramp-up troubles.
