There seems to be system calls to create and manage Virtual CPUs.

What is this for? Is there a precedent?

For managing a hypervisor, e.g. creating a vcpu for a guest VM

How does Linux do this without having system calls like this?

there's an interface that looks something like this (including vcpu) as part of KVM, accessed through the /dev/kvm device with ioctl's.

Backwards compatibility with Android?
