There is https://d.tube/ which pays content creators with crypto coins based on watch time. What's interesting too is that instead of having ratings on videos, it shows you how much money a video has made.

Require videos to be approved by a human before being available to the public.

I don't think there's enough man hours in the world to accomplish this believe it or not, do you know how many hours of videos per day get uploaded to youtube?

edit: Just looked it up because I was curious, 300 hours of video get uploaded per minute to Youtube. That's 18,000 hours of content per hour meaning you'd have to hire that many people to work 24/7 365 days a year non stop just to view every piece of content uploaded to Youtube.

Your youtube clone will be lucky to have that problem.
