Is VR going through its Web 1.0 stage?

I feel like VR is going through a stage similar to Web 1.0 simply based on the applications that are becoming popular resembling the graphics/games of that time and apps like VRChat strangely similar to something like Club Penguin where it was sort of at the beginning of the Web 2.0 stage. As well, a swift browse through https://www.roadtovr.com/ seems to display this too where most VR is just displaying static content similar to the old HTML.

Thoughts? And any expert opinions?
