You clearly don't know what you are talking about.

Article 3 clearly states that it applies to

> the offering of goods or services, irrespective of whether a payment of the data subject is required, to such data subjects in the Union; or

> the monitoring of their behaviour as far as their behaviour takes place within the Union.

It does not apply EU citizens while traveling outside of the EU. It applies when you are monitoring or offering goods or services to someone in the EU.
