Looks like defamation to me. Just because a website doesn't have https doesn't mean it not secure. It's not secure for some activities, and if the browser marks the whole page as not secure, it's defamation.

I don't care if the web would be better with all site having https. Chrome is saying something defamatory about websites without https.
