I think we use different words in different contexts: Refactoring, Maintenance come to mind for software engineering.
Don't know what the equivalent in the graphics design world would be.

I normally use "code health" or "scout's rule", but it's more about the implementation than the design.
"Hygiene" is a great word overall, for both cases.
