What a hack job of an article here. A bunch of conservative talking points strung together.

States that had more stringent requirements for welfare recipients saw the welfare rolls drop? Well, DUH. That's exactly what REQUIREMENT means.

Let's talk about land-use restrictions in California, but let's not talk about zoning, let's talk about environmental laws?

Evil public agencies seek to maximize their budget?

High minimum wage closes businesses?

I can hardly believe that the explanation for poverty in California somehow magically lines up with conservative talking points.

It also fails to consider that being less punitive than other states may have led the poor of America to move there. If that's the case, generous welfare policies may not be creating poverty as the article suggests, just shifted it around.
