Apple TV as an iOS system wouldn't make very much sense, at least not using the same App Store. TVs aren't touch-sensitive, after all.

There are many features that one would presume the iTV would be missing. These include an accelerometer, touch screen, GPS, camera* and 3G connection. It will be interesting to see if there is any truth to it.

*I could imagine a camera as it could be used as an input device for FaceTime or even gesture tracking.

What's Google's plan for Android apps on Google TV?

Android is, at least, designed with some degree of variation in hardware specs baked in. Dealing with something as weird as a TV would be a stretch, but it would at least be an extension of existing behavior.

iOS, on the other hand, is designed to run on a few specific devices. The iPad required some work from developers for full support — and that was for a device which still closely resembled the existing iPhone and iPod Touch.
