How do you modify the traffic that goes through an SSH tunnel? You can't unless you have the private keys.
As far as I understand, ISPs can recognize that you're using a VPN and then slow all of your traffic, instead of affecting your connection to an individual site.

I've sometimes thought about theoretical ways to get around restricted web connections. You could set up something to upload webpages you request to google drive or similar to view them in your browser, or even set up something that you email and get back the webpage in the content of the email, maybe even tunnel SSH over this, which would be very slow but would still work. I wonder if people have resorted to anything like this getting around the great firewall or similar.
